U.S. Treasury Secretary Scott Bessent called the agreement signed with Ukraine on the creation of a joint Reconstruction Investment Fund a "historic economic partnership agreement" between the countries.
The U.S. Treasury Department reported.
The U.S. Secretary announced in a statement that "on April 30, the United States and Ukraine signed an agreement to create the U.S.-Ukraine Reconstruction Investment Fund." This is a so-called "subsoil agreement."
Accelerating Ukraine's Reconstruction
"In recognition of the significant financial and material support that the people of the United States have provided to Ukraine's defense since Russia's full-scale invasion, this economic partnership allows our two countries to collaborate and invest together so that our shared assets, talents and capabilities can accelerate Ukraine's economic recovery," Bessent said.
According to him, under the leadership of U.S. President Donald Trump, the U.S. Treasury Department and the U.S. International Development Finance Corporation (DFC) "will work together with the government of Ukraine to finalize program management and advance this important partnership."
"Thanks to President Trump's tireless efforts to secure lasting peace, I am pleased to announce the signing of today's historic economic partnership agreement between the United States and Ukraine that establishes the U.S.-Ukraine Recovery Investment Fund," Bessent told us.
The Ukraine-U.S. agreement is a signal to Russia
He recalled Trump's words of commitment on the part of the States to help end "this brutal and senseless war."
"This agreement clearly signals to Russia that the Trump administration is committed to a peace process centered on a free, sovereign, and prosperous Ukraine for the long term. President Trump envisioned this partnership between the American and Ukrainian people to demonstrate both sides' commitment to lasting peace and prosperity in Ukraine," the U.S. secretary said in a statement.
Bessent added "for clarity" that no state or person who "funded or supplied the Russian war machine - will be allowed to benefit from Ukraine's reconstruction."
