Portugal's early parliamentary elections are being won by the ruling Democratic Alliance (AD), but it does not get the majority needed to form a government on its own.

According to a count of all votes cast in the country, the AD party won 89 seats in the 230-seat parliament, nine more than in previous elections.

"The Portuguese don't want more snap elections, they want a four-year legislature," said Portuguese Prime Minister Luis Montenergo.

He said the election results were a vote of confidence from the Portuguese, which the opposition should respect.

Second place was almost shared between the Socialist Party and the far-right Chega ("Enough") political force.

Particularly the Portuguese far-right surpassed most poll predictions and won 58 seats, eight more than last year.

The Socialists received only 50,000 more votes than Chega and yet lost seats in parliament (from 78 to 58), a huge blow to one of Portugal's two main parties.

Socialist leader Pedro Nuno Santos has said he will resign.

Votes from abroad, which will be counted in the coming days, could still put the far-right in a clear second place, which would be the first time in nearly 40 years that the Socialists are not in the top two.

Montenegro has refused to make any agreement with the far-right, meaning his government will have to negotiate partial support in parliament unless it finds another solution. He said he expects another minority government to be formed.
