Vietnam will completely block access to the messenger Telegram, writes The Moscow Times.

The order to block access to the platform was sent out by the country's Ministry of Technology to Vietnamese telecommunications service providers. The Ministry of Technology called on telecommunications companies to "implement solutions and measures to prevent Telegram activities in Vietnam." The document, dated May 21, said ISPs should report on the measures taken no later than June 2.

According to the Department of Cyber Security, 68% of the 9,600 messenger channels and groups operating in Vietnam violate laws and are linked to fraud, drug sales and, authorities suggest, terrorism.

A spokesman said the decision to block the service followed its management's refusal to provide the government with user data when asked to do so as part of the hijacking investigations In addition, according to the document, a number of messenger groups with tens of thousands of members "were created by opposition and reactionary actors spreading anti-government materials," according to police.
