Russian Federation Refuses To Hand Over Its Version Of The "memorandum" On Ending The War In Ukraine To The U.S.

The Russian Foreign Ministry said Moscow "does not have any agreements" with Washington.

Russia will not hand over to the United States its version of a "memorandum" regarding a possible peaceful settlement of the war against Ukraine. Russian Foreign Ministry spokeswoman Maria Zakharova said this on Wednesday, May 28.

She claims that Moscow "does not have any agreements" with Washington or other countries on the exchange of documents. Zakharova also said that the Russian side is allegedly acting on the basis of agreements reached during the May 16 talks in Istanbul.

"The parties agreed that each of them - Russia and Ukraine - will prepare their vision of the settlement and ceasefire modalities, after which they will exchange relevant documents directly and discuss them at the next round of talks," the Russian Foreign Ministry spokeswoman asserted.

On May 27, the US president's special representative for Ukraine and Russia, Keith Kellogg, said that the United States had received proposals from the Ukrainian side regarding a possible peace agreement. Now they are awaiting such proposals from the Russian side.

Kellogg recalled that the United States also has a 22-point list of conditions agreed upon in London.

"We brought back from London a 22-point plan that defines what we want to achieve. I think it's a good plan because neither side particularly likes it," Kellogg said.

He earlier said that at talks in London in April, the Ukrainian and U.S. delegations developed a list of conditions that contains 22 "very specific" actions.

On May 27, Russian Foreign Ministry spokeswoman Maria Zakharova said that Russia was continuing to prepare a memorandum on a possible future peace treaty.

On May 28, the head of the Russian delegation to the Istanbul talks, Vladimir Medinsky, said that he himself allegedly initiated a telephone conversation with Ukrainian Defense Minister Rustem Umerov, who heads the Ukrainian negotiating team, and proposed a specific date and place for another meeting.

Medinsky claims that it was he who got in touch, not Umerov, as Ukrainian President Vladimir Zelensky had previously claimed. During the conversation, Medinsky allegedly offered the exact date and place of the meeting to exchange "memorandums" listing conditions for ending the war.
