Deputy State Secretary of the Latvian Ministry of Defense for Logistics and National Director of Armaments Major General Andis Dilans told Radio NV in an interview with Radio NV that between 100,000 and 150,000 military personnel will take part in the Russian exercise Zapad, which is due to take place in Belarus in 2025.
"They always operate with false figures - they talk, for example, about 13 or 12 thousand participants. This is the maximum, because the Treaty on Conventional Armed Forces in Europe provides for a limit of 13 thousand that Russia could involve in the exercises. But since Russia is no longer a party to this treaty, it can use any numbers. Our assessment. Latvia believes there will be between 100,000 and 150,000 military personnel," Dilans told Radio NV.
At the same time, he noted that the number of military personnel who will take part in the exercises depends on the war in Ukraine.
"If there is some kind of truce, they can move forces from the front in Ukraine to Belarus and train conscripts, because very probably both conscripts and reservists will participate in the exercise. Why I bring up reservists is because last year the conscription of reservists in Russia to reinforce the troops at the front in Ukraine failed. So now it could work," the Latvian general explained.
Dilans summed up that Latvia views the West's exercises as a hidden mobilization for Russian troops.
