EU Imposes New Duties On Belarusian Agricultural Products And Fertilizers

The European Council has adopted a regulation that imposes new tariffs on remaining agricultural products and some fertilizers from Belarus and Russia that were not already subject to additional customs duties. The aim is to reduce the EU's dependence on these imports and to reduce revenue from Russian exports, thereby limiting Russia's ability to finance the war against Ukraine, according to a press release from the Council of the European Union.
When the legislation takes effect, the EU tariffs will apply to all agricultural products from Russia, as other agricultural products are already subject to customs duties. The new tariffs will apply to goods that accounted for about 15% of all agricultural imports from Russia in 2023. In the case of fertilizers, the new tariffs will apply to "certain nitrogen-based products."
"In addition to weakening Russia's war economy, the new tariffs will help reduce the EU's dependence on Russia and Belarus and increase diversification and domestic production. This will diversify supply, guaranteeing a stable supply of fertilizer and, most importantly, maintaining affordability for EU farmers," the European Council said in a statement.
The implementation of these tariffs will be closely monitored to ensure that the fertilizer industry and EU farmers are protected. The increase in fertilizer tariffs will be gradual, over a transition period of three years.
The introduction of tariffs will increase the EU's economic security and reduce dependence on Russia, according to Michal Baranowski, Deputy State Secretary at Poland's Ministry of Economic Development and Technology.
The European Council regulation will come into force on July 1, 2025.
