"On June 23, the House of Representatives passed in the second reading the bill "On amending laws on ensuring the rights of children". The initiative, in particular, introduces a new duty for parents: to protect children from "harmful" information online. And those "who have committed crimes of extremist orientation" are deprived of the right to engage in teaching activities, "Zerkalo".
The draft law, which was developed by the Interior Ministry, the Ministry of Education and the Prosecutor General's Office, was adopted in the first reading on February 7 and amends the existing codes - on marriage and family, on the rights of the child and some others.
According to the "House of Representatives," the bill enshrines new legal norms:
- improving the mechanism for protecting children from information "harmful to their health and development." In particular, parents will be obliged to ensure that children do not access dangerous content online. At the same time, government agencies and other organizations will have to provide advice, information and recommendations on how to protect children from harm on the Internet;
- toys made in the image of characters from movies and computer games will now be considered information products. They can be sold only with an age category label;
- legal guarantees are introduced for orphans and those left without parents, as well as for adults among them - they must be provided with medical devices, including eyeglasses and medical equipment, free of charge or at a discount;
- In addition, the bill provides for "strengthening the protection of children from all types of violence". To this end, the following provisions are proposed:
- Persons who have committed "extremist crimes" or crimes related to the illicit trafficking of narcotic drugs, psychotropic substances or their precursors and analogues shall be deprived of the right to engage in pedagogical activities;
- According to the bill, teachers who have an unexpunged or unexpunged criminal record, as well as those who have committed crimes of "extremist" orientation, regardless of the removal or expungement of criminal record or termination of criminal prosecution, will not be allowed to work. Only then will the document receive the status of a law, and these new provisions will come into force after official publication.
