Spanish police have arrested Dmitry Artyakov, the eldest son of Rostec State Corporation vice president and former Samara Region governor Vladimir Artyakov. He is suspected of laundering millions of euros through real estate deals in northeastern Spain, writes The Moscow Times.
Artyakov was detained Saturday at his home in Girona as part of an investigation by Spain's Anti-Corruption Prosecutor's Office. The investigation is being coordinated by the National Court of Justice, the highest criminal court in Spain. Court sources told OCCRP.
Since 2022, Artyakov has been under personal sanctions by Ukraine, the United States and Canada, but not the European Union. This allows him to legally stay in Spain and own real estate on its territory. According to the investigation, Artyakov purchased 8 properties in the coastal town of Castel Platja d'Aro between 2005 and 2008. The source of the funds is believed to have been capital linked to the "Troika Dialog laundry" scheme - a large-scale international money-laundering network that allowed billions of dollars to be withdrawn from Russia through offshore vehicles.
The property was originally bought for 14 million euros by Artyakov's grandmother, Anna Kurepina. In 2014, according to court materials, she resold the properties to her grandson for 10 million euros. Investigators believe that Kurepina acted as a front person: she received at least 14 million euros from the offshore company Delco Networks, associated with the "laundry" network. She received about 20 transfers, formalized as loans, which were never repaid. Spanish authorities are looking at the Girona properties and related financial flows as part of a wider money laundering scheme.
Vladimir Artyakov headed the Samara region from 2007 to 2012. Prior to that, he was a top manager of AVTOVAZ for several years - he was elected chairman of the company's board of directors in late 2005, and also served as president of AvtoVAZ Group and pre-management of the holding company.
