France Urged To Prepare For War "in The Heart" Of Europe

By 2030, a large-scale high-intensity war could erupt in the "heart" of Europe due to the growing threat from Russia, says France's updated National Strategic Review (RNS 2025). The document notes that military conflict will take place outside French territory, but Paris could be involved. Moldova, the Balkans or NATO countries could be exposed to aggression in the perspective of 3-5 years.

At the same time, Russia, which poses "the greatest threat" to France, has sharply increased the number of "hostile and subversive actions" against European countries in recent years. In particular, as the review specifies, Moscow has stepped up espionage and cyberattacks, attempts to interfere in elections, seeks to influence public opinion and undermine support for Ukraine. The document emphasizes that Europe needs to prepare for a possible military conflict on its territory. France and other European countries "must be better able to defend themselves and deter any new aggression by Russia on the continent." To this end, Europe is being offered a "strategic awakening" to strengthen its defense capabilities.

The National Strategic Review is being prepared by France's secretariat general for defense and national security. The document defines Paris' defense strategy for the specified future. Earlier, French President Emmanuel Macron announced that the country's defense budget will "double" by 2027 compared to 2017. He promised to present an "update" of the 2024-2030 military programming law in the fall. He said the amendments would provide an additional 3.5 billion euros for defense in 2026 and another 3 billion a year later. Macron emphasized that Europeans now have to ensure their own security. He also added that "never since 1945 has freedom been so threatened."
