EU Imposes New Sanctions Against Russia

For human rights violations and hybrid activities.

The European Union has added new names of Russians to sanctions lists under two sanctions regimes - for human rights violations and hybrid activities. The lists were approved by the EU foreign ministers on Tuesday, July 15, at a meeting of the EU Foreign Affairs Council in Brussels.

The sanctions include five representatives of the Russian judiciary who played a key role in the prosecution of activist Alexei Gorinov, a former municipal deputy of Moscow's Krasnoselsky district, who was sentenced to three years in a high-security colony on politically motivated charges for expressing his opinion on Russia's aggressive war against Ukraine, the EU Council press service said. "While serving his sentence, Oleksiy Gorinov was subjected to ill-treatment, including inadequate medical care, long stays in isolation cells and sleep deprivation," the press release said.

Individual sanctions involve a ban on entry to the EU and an asset freeze, DW reported.

The ministers are also expected to approve an 18th package of sanctions against Russia for its war against Ukraine, which includes a new oil price cap. Polish Foreign Minister Radoslaw Sikorski said an agreement could be reached "in the coming hours." The package was long blocked by Slovakia, but the European Commission managed to find a compromise with it: Bratislava was seeking concessions in connection with the EU's RePowerEU rejection plan for Russian energy.

Sanctions for destabilizing Moldova

On July 15, individual EU sanctions were also imposed on individuals involved in the vote-buying system in Moldova's presidential election and EU accession referendum. Organizational measures affected seven individuals and three legal entities, in particular close associates of pro-Russian politician and businessman Ilan Shor, already on the EU sanctions list.

These include leaders and members of successor organizations of the political party "Shor" banned in the country, some of whom, according to the EU Council, were actively involved in vote-buying schemes in the context of the presidential elections and the constitutional referendum on EU accession in 2024, as well as in bribing several Moldovan politicians.

The Moldovan company "A7", linked to Moscow, also fell under the EU sanctions. It is considered responsible for trying to influence the presidential election and the 2024 constitutional referendum on EU accession. In addition, the EU Council included in the sanctions list the political bloc "Victory", created by Ilan Shor and engaged in spreading disinformation and vote-buying schemes. The sanctions were imposed against Moldova's cultural and educational center for facilitating election interference in the 2024 presidential election.
