General Donahue: In The Event Of An Attack, Russian Forces In Kaliningrad Would Be Neutralized Instantly

The U.S. Army and its allies are capable of taking Kaliningrad under fire control in a short period of time.

The U.S. Army and its allies are capable of bringing Kaliningrad under fire control "in an unheard of amount of time - faster than we've been able to do it before," said U.S. Army Europe and Africa Commander Gen. Christopher Donahue.

The U.S. Army and its NATO allies are embarking on a new "Line of Deterrence on the Eastern Flank" plan that aims to strengthen land force capabilities and increase the functional mix of MICs within the alliance, U.S. Army Europe and Africa Commander Gen. Christopher Donahue said Wednesday at the first LandEuro conference in Wiesbaden, Germany.

As part of a plan to counter the Russian threat and ensure global deterrence, the U.S. Army and its allies are developing standardized, data-centric systems and cloud-based coordination, General Donahue said. His statements were quoted by DefenseNews.

The Americans, like NATO, are focusing on the Baltic states as a first step "to try to get to the point of actually making sure that both industry and countries know exactly what the requirements are - ultimately this is now known as the East Flank Deterrence Line," Donahue said.

"We know what we have to develop and the use case that we apply [to deterrence] from the ground," he said. "The land domain doesn't lose importance, it becomes more important. Now you can enforce [restricted access areas/denial of access areas] A2AD from the ground. Now you can take control of the sea from the ground. We are seeing all of this in Ukraine."

Donahue cited the Kaliningrad region of Russia, surrounded by NATO on all sides, as an example. The U.S. Army and its allies are capable of taking it under fire "in an unheard of short period of time - faster than we've been able to do it before."

"We've already planned for this and we've already developed it. The mass and momentum problem that Russia poses to us ... We have the forces to make sure we can solve that mass and momentum problem," Donahue said.

NATO's plan includes a system for data sharing. NATO has already acquired that system, Donahue said, referring to Palantir's Maven Smart System, an artificial intelligence platform that processes vast amounts of data and quickly analyzes information to help commanders make decisions.

"We already know exactly what we need to do with the cloud, and we know exactly the type of unmanned systems, brigades, everything else we need to do that," Donahue said.

And, Donahue said, "we want everything to be optionally controlled" - both air defense systems and long-range artillery.

In January 2021, the publication Over Defense, using data from the US-based Center for Naval Analyses (CNA), described a scenario for a NATO preemptive strike on the Kaliningrad region that would involve eliminating four major targets in the area.

According to the publication, this strike will destroy launchers of short-range ballistic missiles capable of carrying nuclear weapons (primarily Iskander missile systems), it will strike ships and infrastructure of the Baltic Fleet, it will destroy S-400 anti-aircraft missile systems located in the region, and "Russian troops in Kaliningrad will be neutralized to guarantee security in the Baltic States and the Suvalka Corridor".
