It Is Time For Belarusians To Get Ready For The Increase In Tariffs For Housing And Communal Services

It has become known what officials are up to.

Belarus plans to reduce cross-subsidization of tariffs for housing and communal services. This is stipulated by the approved strategy for the development of housing and communal services until 2035, writes "Mirror".

Reminder, there is a system of cross-subsidization in Belarus. That is, if the population (except for some categories, for example, "slackers") pay the so-called subsidized tariffs, the business - at higher rates. The same heating and hot water costs them 151.14 rubles per 1 Gcal, i.e. even more expensive than the "economically justified" tariffs for the population. At the same time, it is important to take into account that businesses include their expenditures on housing and utility services in the final cost of goods and services provided. That is, these costs still fall on the shoulders of the population, but they go a longer way.

What officials want to change

The officials wrote in the strategy that the financial sustainability of the housing and utilities sector is another important component. In this situation, they see in the future - specific terms are not specified - "the need to take measures to reduce (eliminate) budget and cross-subsidization in this area."

The authorities specify that so far it has not been possible to reach 100% reimbursement of costs for several housing and utility services - heating and hot water.

The concept also assumes a "balanced and economically justified

tariff policy". Among other things, for this purpose they intend to "develop standards of consumption of certain housing and utility services for the population to differentiate their payment.

Reminder, the authorities reproach the Belarusians year after year that they underpay for utilities (and other) services. However, for all this time they haven't come close to changing it.

The international financial institutions have repeatedly recommended Minsk to switch to full (hence - more transparent) payment for public utilities. The World Bank and the International Monetary Fund insisted on it. Both were ready to provide our country with loans to make the necessary changes.
