Ukrainian Lawyer: Lukashenko Awaits Special Tribunal

The dictator is responsible for the military aggression against Ukraine.

The special tribunal on responsibility for military aggression against Ukraine "will apply not only to the top political leadership of the Russian Federation, but also to the leaders of the countries that helped Russia in the full-scale war," the head of the Ukrainian Association of International Law Olga Butkevych said in a commentary to novyny.live.

"This is a tribunal for only one crime - the crime of aggression. The crime of aggression is the so-called 'leadership' crime [crime]. This is the top political, military leadership. Perhaps Russia's SNBO, which gave consent to aggressive actions in Ukraine. Perhaps we can recall here the [Russian] senators who voted to bring troops into Ukraine. Perhaps the Constitutional Court, which voted in favor of the so-called incorporation of Ukraine's regions into Russian territory," Butkevich said.

She said the special tribunal may extend to "the top military-political leadership of Belarus" and, "quite possibly, North Korea."

"But this will be after the collection of evidence [under] the appropriate investigative procedure," the lawyer stressed.

The agreement on the creation of a special tribunal on responsibility for military aggression against Ukraine was signed on June 25, 2025, in Strasbourg, France, by the Secretary General of the Council of Europe Alain Berset and Ukrainian President Vladimir Zelensky.
