"We have practically taken our diplomatic missions from the West. If they don't want to cooperate with us, why should we break through a closed door. We are expanding our presence where they want to see us. And first of all in our Russian Federation," said Lukashenko.

It's impossible to say that Belarus' representation in Russia was not wide enough before. As of 2020, there was the Belarusian embassy and 12 other representative offices in Russia.
