According to a report in the Telegram channel of the Main Directorate of Intelligence of the Ministry of Defense of Ukraine, about 10% of servicemen of the Southern Military District of the Russian Armed Forces do not receive monetary support or do not receive it in full.
It is pointed out that this is evidenced by the documents of the Russian Defense Ministry on the results of the inspection of the district in March-April 2025, obtained by the military intelligence of Ukraine.
"According to the reports of the Defense Ministry, more than 2.5 thousand servicemen of the Southern District did not receive monetary support at all due to the lack of documents on their enlistment, about 3 thousand more - due to "lack of bank details," - the report says.
In addition, more than 20,000 people have not received their due payments in full due to the lack of appropriate orders.
"Payments to the families of more than 2,500 dead servicemen, as well as more than 2,000 people dismissed from the ranks of the Armed Forces of the Russian Federation have not been formalized," the intelligence service said.
It is noted that the report refers only to one of the five military districts of Russia - the Southern District. At the same time, on the scale of the entire armed forces of the aggressor state, the problems may be even deeper.
"Such a systematic nature may indicate a conscious policy of stealing by the aggressor state of its own military, which the Kremlin uses as cannon fodder. This is yet another confirmation that people in the Russian army are only expendable material," GUR spokesman Andrey Yusov emphasized.
The intelligence agency added that the analysis of the information received indicates a significant deterioration of the situation with the payment of cash allowances in the Russian army during 2025.
