The Kremlin continues to use the aggressive rhetoric of Dmitry Medvedev, deputy chairman of Russia's Security Council, to undermine Western military aid to Ukraine. At the same time, his statements are likely part of a planned information effort by the Kremlin and coordinated "from above."
This is the opinion of analysts at the Institute for the Study of War (ISW) in their report.
On July 8, Dmitry Medvedev reacted in his Russian-language and English-language social media accounts to U.S. President Donald Trump's statements about resuming arms deliveries to Ukraine. He said that in response, Russia should "continue to pursue the goals of the NWO," "work for victory," and "return the land," apparently referring to new seizures of Ukrainian territories to achieve Russian military objectives.
The ISW notes that these statements by Medvedev are meant to portray Western military aid to Ukraine as futile in the face of Russia's supposedly inevitable victory. However, the analysts note, Western countries should not dismiss all of Medvedev's statements as hyperbolic exaggerations or marginal judgments. ISW experts believe that Russian dictator Vladimir Putin often uses Medvedev to amplify rhetoric aimed at fomenting panic and fear among Western political decision-makers to prevent further aid to Ukraine.
Medvedev's statements are part of a broader campaign by the Kremlin to try to control decision-making in the West, ISW emphasizes. It believes Medvedev's provocative statements and threats are likely part of a concerted Kremlin information strategy controlled "from above." After all, Putin could censor Medvedev's statements if he wanted to - given the Kremlin's control over the Russian information space, the Internet and the media, and the strict coordination of official statements. Therefore, the fact that Medvedev continues to use his platforms to make aggressive statements aimed directly at the United States and Europe indicates that the Kremlin endorses and encourages these efforts. Medvedev's aggressive statements serve a very specific purpose for Putin, because they encourage the West to view Putin's own statements as more moderate and rational than what Medvedev says. This gives Putin more room to make broader demands or bigger threats, ISW summarizes.
